Abstract
The International Civil Aviation Organization is the modern day arbiter of aviation regulations. Affairs between nations, principally between the United States and Great Britain, but also between other world powers at various points throughout history, dictated how the ICAO came to be a child organization of the United Nations and the impact created regulations had on the conduct of civil aviation between nations of the world between the first powered flight and the conclusion of World War II. The creation of the ICAO serves as a reminder of the power of foreign collaboration toward a shared goal, even at times of global conflict.
