Abstract
The linkage of training and economic development serves as an important factor for the Job Training Partnership Act (JTPA). JTPA allows the public and private sectors to form a partnership to work together for a common cause of creating jobs for economic development.The enactment of JTPA has meant changing methods and theories in dealing with manpower programs in this country. It has also meant more involvement of the private sector in the development of jobs for individuals receiving training under JTPA.The purpose of this research project is to examine the effects of the Job Training Partnership Act and how it is used to promote public/private partnerships with limited government responsibility.
