Abstract
The House and the Senate of Arizona proposed 214 education bills in the 53rd Legislature's 1st Regular Session. The most significant changes to school funding are: Senate Bill (SB)1431 (an empowerment scholarship expansion, but ultimately failed in vote), House Bill (HB) 2219 (which allows for the procurement of a guaranteed energy cost savings contract with a qualified provider through competitive proposal), HB 2353 (increase district leasing arrangements from 10-15 years), HB 2385 (requires districts to develop procedures for school based budgeting and data acquisition by 2021), and SB 1037 (requires the Arizona Attorney General to conduct a special education program cost study).
